Ukrainian Mortar Unit in Action Outside Kyiv

I understand these are  shoot and scoot harassment attacks, but this does beg the question as to why the Russians don't have eyes in the sky that they can allow Ukrainian troops to get close enough to shell them with the small 60mm mortars, with a max range of only around 3500 yards. Where is the Russian counter battery fire? Why aren't the Russians jamming the small surveillance drones the Ukrainians are using for spotting? Why aren't the Russians setting out combat patrols to sweep around their areas of operations? The Russians really do seem to be unable to operate in elements larger than Company level or Brigade level size in many areas. This suggests a lack of coordination and/or poor command and control amount some Russian units.
